Civic Credit Union updates members on post-transition progress

RALEIGH, NC – On June 3, 2025, Civic Credit Union, formerly known as Local Government Federal Credit Union (LGFCU), officially launched as a fully independent financial institution, marking a major milestone in its mission to serve North Carolina’s local government employees and their families with strong, modern and convenient technology built for the future.

This brand transition follows the decision by LGFCU to end its decades-long operations agreements with outside partners serving their members. The separation was prompted by significant annual increases in operational contract fees; $63 million in 2024 alone. Civic’s new independent structure and business model allow those funds to be reinvested directly into services and benefits that support its members and their financial well-being. The significant annual servicing fees can now be directed to the membership, including:

  • An expanded retail deposit network
  • Upgraded mobile and online banking tools
  • Member-centered savings and loan products
  • Continued investment in North Carolina local government organizations and professional development opportunities

Civic now offers a fully digital banking platform — available through its website and mobile app — along with in-person cash deposit access at more than 3,500 retail locations across North Carolina. Even before the transition, over 80% of Civic’s more than 400,000 members used digital tools for their everyday banking. The credit union continues to build on this momentum through an enhanced and tech-friendly mobile app and offering new lending and savings options tailored specifically to the needs of local government employees.

While the June 3 transition was largely successful, with secure transfers and stable financial operations, Civic acknowledges that a small percentage of members still experience challenges related to the momentous change. To resolve these issues, Civic is working around the clock to provide tailored support, reduce wait times and implement even more secure fraud protection.

“We remain committed to all of our members who took this bold step forward with us to move their credit union to the forefront of modern banking. We acknowledge the very real growing pains with this process, and continue to address them every day,” said Dwayne Naylor, CEO of Civic. “We are committed to helping each of our members get both access and support needed until this transition phase is fully complete.”

Civic is committed to transparent, consistent communication. Members receive regular updates via mobile app, email and direct outreach. Support remains available through multiple channels.
