Cybersecurity Awareness: Public-Private Partnerships Bridging the Digital Divide for Small Towns and Local Governments

But for many rural areas, limited broadband access and aging infrastructure can make it harder to keep up. This digital divide affects not only communication and public service, but also the ability to access modern financial tools that help families and local governments plan, save, grow, and sometimes collaborate.
That’s why collaboration between local governments, credit unions, and technology partners is so important. Together, these public-private partnerships can help bridge the gap, bringing secure, user-friendly digital tools to communities that once had to rely on in-person visits or paper processes.
Modern technology enables residents to manage their money safely from the comfort of their homes, helps small businesses offer contactless payments, and allows local, state and federal agencies to distribute benefits and collect fees efficiently. For many, this means saving both time and money while improving the way they do business.
“More reliable access to technology can improve access to job opportunities, health, and financial information,” said Sandy Steward, Chief Technology Officer for Civic Credit Union. “That’s why during this Cybersecurity Awareness Month, we’re focused on continuing the efforts to close the digital divide.”
According to the NC Department of Information Technology, more than half a million homes or businesses across North Carolina still lack access to reliable, fixed broadband. For many families, the cost of service, averaging $86 per month for broadband or unlimited data, remains a significant barrier.
The reality is that technology continues to outpace citizens’ access. But each new connection made, each broadband mile extended, and each community partnership built moves North Carolina closer to digital equity.
When every resident can connect securely to manage their finances online and access vital information, communities become stronger and more resilient. Bridging the digital divide isn’t just about keeping pace with technology; it’s about ensuring every North Carolinian has access to the opportunity to thrive in a secure, connected world.
